Police Force
 

The local PNP Station is presently occupying the ground floor and the other half of the second floor of the Executive Building located at corner F. Herrera St. and A. Bonifacio Street.

Presently, the station has sixty five (65) members, but only sixty two (62) are on actual duty because two (2) policemen are on schooling as part of the PNP's program for upgrading and professionalization of force, and the other policeman is assigned to = another station.

Aside from the policemen, there are twenty three (23) civilian employees in the station, three (3) are non-uniform personnel which are paid by the national government, while twenty (20) are traffic enforcers paid by the city government.

Crime Rate

With a total crime volume of 645 for the year 1996, the total crime rate posted 69.26% per 10,000 population or an increase  of 12.20% compared to 1995 which recorded 57.06 crimes per 10,000 individuals and a total crime volume of 518. For the year 1996, the average monthly crime rate is 5.77 crimes per 10,000 individuals, while in 1995 it was recorded at 4.76 crimes per 10,000 individuals representing an increase of 1.01.

For index crimes, a total of 467 crimes were recorded for the year 1996 with a crime rate of 50.15 crimes per 10,000 individuals or an increase of 6.53 as compared to 1995=92s 43.65 crimes per 10,000 individuals and an index crime volume of 396. For the year 1996, the average monthly crime rate for index crimes was 4.18 crimes  per 10,000 individuals compared to 3.64 crimes per 10,000 individuals  for 1995, or an increase of 0.54.

For non-index crimes, a total of 178 crimes was recorded in 1996 showing a crime rate of 19.11 crimes per 10,000 individuals or an increase of 5.67 compared to 1995 which recorded 13.44 crimes per 10,000 individuals or a total of 122 crimes. Average monthly crime rate for non-index crimes for the year 1996 is 1.59 crimes per10,000 individuals, while for 1995 it was 1.12 crimes per 10,000 individuals

As shown in Table below, crime solution efficiency for 1996 was 90.07% which represents an increase of 13.43% over that of the preceding year which was 76.64%

For index crimes, crime solution efficiency for 1996 was 86.72%, which shows an increase of 17.02% over 1995, which shows an efficiency of 69.70%

1996 non-index crime solution efficiency was 98.88% a decrease of 0.3% as compared to 1995

Number of Traffic Policemen/Traffic Enforcers

The City Government of Dipolog employed twenty (20) traffic aides to augment the ten (10) regular traffic police force. The traffic police officers strictly implement the city's Anti-sidewalk Vendor's Ordinance, conducted thoroughly traffic patrols and monitor the traffic flow.

For smooth traffic flow and to minimize traffic accidents, a series of seminars were conducted on traffic safety among pedicab drivers plying the streets of the city.

Number of Road Accidents

Table 112 shows an increasing trend of reported road accidents from year 1994 to year 1996. Serious injuries increased to 35.55% for the year 1996 compared to 1995 of 32.35% while deaths caused by road accidents accounts 5 (five) more lives compared to 1993 and 1994 of 2 and 1 death(s) respectively

Fire Protection

Fire Protection Personnel

The city has one fire station located at barangay Biasong. Thirty-three (33) fire personnel manned the station, of which 17 were assigned in the office, while 16 personnel were assigned to  fire-fighting operation. Presently, 30 firemen are on the actual duty, 4 are detailed to other fire stations and a fireman who was from other fire unit was detailed to this station
 

Ratio of Fireman to Population

Base on the 1997 projected population, Fireman to Population Ratio is 1.2, 592 which is below the standard ratio. The city ought to have 48 firemen in order to meet the ideal ratio of 1 fireman per 2,000 population.

Although the fire station lacks the necessary number of firemen and fire fighting equipment, we are still able to combat fires in the city with the help of the city=92s owned fire-fighting unit and from other non-governmental organizations within the city who also have their own fire fighting unit. And also with the help of the fire fighting units coming from the different neighboring municipalities and cities.

Facilities and Equipment

Number of Fire Trucks

The Dipolog City Fire Station has two (2) serviceable fire trucks. Aside from the two fire trucks from the fire station, three more trucks are available and ready to combat fire within the city. That is: one (1) unit owned by the City Government of Dipolog, one (1) unit owned by the REACT and RAPID 8, and one (1) unit owned by the Filipino-Chinese Chamber of Commerce. There are two (2) civic organizations in the locality whose members also act as civilian volunteers.

Ratio of Fire Truck to Population

With the two (2) serviceable fire trucks, the city still lacks three fire trucks in order to meet the standard requirement of one fire truck per 20,000 population.

The gap however, in the ideal ratio is eased by the presence in our city of 2 fire trucks being maintained by two previously mentioned civic organizations, and one (1) from the city government.

Plain water is the only extinguisher used, with source coming from the reservoir at barangay Estaka that is capable of discharging 7.45 liters of water per second or 1,000 gallons per minute. All the 16 fire hydrants in the city are serviceable but sometimes unreliable.

Fire Incidence

As shown in Table below, most of the fire cases reported since 1994 to 1996 were accidental in nature. The highest number of persons injured for the past three (3) years was recorded in 1994 of five (5) persons. Deaths caused by fire claimed three (3) in 1995. And worth P632,607,700.00 are the highest total estimated damages that were recorded in 1996-96 fire incidence
