Guidelines in the Extension of Financial Assistance to Alay Lakad Fund Beneficiaries In Dipolog City

I. INTRODUCTION:

                        Alay Lakad Council is an organization intended to alleviate the plight of the needy, disadvantaged but deserving Filipino out-of-school youths. Its main activity is a yearly walk-for-a-cause conducted nationwide participated by civic minded citizens in every city or municipality. The activity calls for participation from interested hikers along prescribed routes and/or serving as a sponsor who provides financial support to fund the socio-economic projects for Alay Lakad’s principal beneficiaries, the out-of-school youths.

II. OBJECTIVES:

                        The main objective of Alay Lakad is to undertake monetary contributions and donations thru its walk-for-a-cause activity to finance socio-economic projects which will extend to the OSY’s the following:

1.      undertake projects for their personal development and well-being of their families and communities;

2.      to enhance basic knowledge and skills in initiating and managing income generating projects;

3.      to support his/her personal needs and eventually return to school;

4.      to become responsible and productive citizens and improve their quality of life; and

5.      provide financial assistance for their education.

III. QUALIFICATIONS OF BENEFICIARIES: 

A.     Individual Projects Proponent:

1.      economically needy as defined by NEDA; and those who are within the age range from 15 to 25 years old; and are identified as out-of-school-youth.

2.      posses the basic knowledge and skills to undertake and manage the project of his/her choice.

3.      manifest willingness and interest to undertake such project and posses positive attitude and work habits.

4.      should take the responsibility of paying the loan when it is an income generating project  on or before due date.

5.      must endorsed by an office/agency shoes function is related to the proposed project or a responsible individual who can provide technical and administrative support to the project beneficiaries.

6.      must be a permanent resident of Dipolog City. However, for purposes of defining an applicant’s residence, he/she should be a resident of Dipolog City for at least ten (10) years, irrespective of birthplace.

B.     Group Project Proponent:

1.      all group members must posses the qualifications under the eligibility requirements cited in the individual project proponent.

2.      they should show evidence of the group’s decision to undertake the project and have developed among themselves the trust with one another especially in the handling of finances and in the management of the project as verified from an assessment of actual group activity.

IV. ALAY LAKAD PROGRAMS AND PROJECTS:

            The following are the priority Alay Lakad programs and projects:

1.      Income Generating Projects – these are agricultural-based and/or mini-home industries which include; integrated farming or crop and food production, food processing and preservation, livestock production, fishing, bag and mat weaving, Christmas decors and novelty items, leathercraft, shellcraft, buy and sell, etc.

2.      Practice Skills Development Training -  these are trainings that will benefit the out-of-school youths, upon completion of the training, to engage in open or self-employment e.g., carpentry, welding, automotive, tailoring, practical electricity, dressmaking, bag making, etc.

3.      Scholarship Program

a.)    Vocational/Technical Course – this is a study grant of a two (2) – year course offered in any public and private schools in Dipolog City and within the province of Zamboanga del Norte.

b.)    Academic Course – this is a study grant offered to college applicant for a four (4) year course offered in any public and private schools in Dipolog City and within the province of Zamboanga del Norte.

4.      Leadership Training, Culture, Arts and Sports – This shall be considered on their merits and whenever there are enough funds to support the first categories cited above. In no case, this project should not exceed 20% of the cost of the total amount collected.

V. AVAILMENT PROCEDURE:

1.      An out-of-school youth who possesses the qualifications cited can apply for the aforementioned projects to the Alay Lakad Council Project Evaluation Committee through endorsement of the following entity of institution/office who can provide technical and administrative support to the project beneficiary. These entity/office/agency shall serve as conduit between the beneficiaries and Alay Lakad Council viz-a-viz:

5.      Lions Club of Dipolog

6.      Boy Scout of the Philippines – Dipolog City Council

7.      Girl Scout of the Philippines

9.      City Engineering Office

10.  City General Services Office

11.  City Social Welfare and Development Office

12.  City Tourism Office

13.  City Information Office

14.  Dept. of Education, Dipolog City Division

15.  Dept. of Trade and Industry

16.  Dept. of Labor and Employment

17.  Sangguniang Kabataan (SK Federation) of Dipolog

18.  Association of Barangay Councils of Dipolog

19.  Phil. National Red Cross

20.  Phil. National Police

21.  Phil. Information Agency

22.  City Mayor’s Office

23.  Office of the Vice-Mayor

24.  Hotel and Restaurant Association of Dipolog (HRAD)

2.      Reaching out to make the OSY’s productive; the conduit instrumentality/agency can better establish relationship to encourage them to avail of this worthy undertaking.

3.      The instrumentality/agency who provides the technical and administrative support to the proponent shall be the one to endorse the project to the Alay Lakad Project Evaluation Committee.

4.      The Project Evaluation Committee evaluate the project and if found viable or qualified, endorse the same Alay Lakad Council for appropriate action.

5.      The Alay Lakad Council shall approve, deny and hold in abeyance project proposals that may be submitted to the Council;

6.      Upon approval of the project proposal by the Alay Lakad Council, the Finance Committee then releases funds on all approved projects to the beneficiaries in coordination with sponsoring institution/agency.

VI. RATE OF FINANCIAL ASSISTANCE:

A.     Income Generating Projects:

1.      Amount to be provided per beneficiary:
a) minimum-       P   1,000.00
b) maximum – Initial     2,000.00
  Second             4,000.00   Third          6,000.00

                               Second and third loans can be availed only after satisfactory payment of previous loans.

2.      Free Interest Rate

3.      Maximum Term of Loan: One (1) year or 365 days

4.      Mode of  payment: Equal Monthly Installment for one year

5.      Sanction: Failure to pay the overdue monthly installment account, the beneficiary shall be required to appear before the barangay captain for admonition.

6.      Grace Period: 10 days after due date for non-payment

7.      Sponsoring institution:

a)      Help collect the monthly amortization and remit collections immediately to the Chairman of the Finance Committee.

b)      Refer erring borrower to the barangay captain.

B.     Practical Skills Development Training:

1.      Amount to be provide per training (group training):

                               a) minimum       -     P     5,000.00
                               b) maximum      - Initial    10,000.00
                                                           Second   15,000.00
                                                           Third    20,000.00

                                    Second and third training can be availed only when the initial                                          training requirements have satisfactorily complied with.

2.      An applicant (individual) may enroll for a practical skills development course in a recognized private or public technical/vocational training center in Dipolog City and within the province of Zamboanga del Norte. The PSD course shall not be more than 1 year based on the type of training but not to exceed P 2,500.00 per trainee inclusive on the cost of materials and other administrative expenses. The minimum period for the completion of the course is 1 month.

3.      Sponsoring Institution’s duties and responsibilities:

1.      Submit to Alay Lakad Project Evaluation Committee the following:

         a) Project Proposal

         b) Training design / syllabus

         c) Training cost

         d) List of prospective OSY trainees

2.      Submit terminal report

C.     Scholarship Grant:

                        A. Vocational/Technical Course:
                          1. Amount:
                               First Year: 1st semester P    2,000.00
                                                2nd semester      2,000.00
                          Second Year: 1stsemester      2,000.00
                                                2nd semester     2,500.00

The succeeding grant can be availed only when the grantee have complied satisfactorily with the requirements. However if tuition fee is less than the amount granted, excess thereof shall be given to the scholar as financial assistance.

2. Term:

Two (2) year vocational/technical course offered in the public and private schools in Dipolog City.

                        B. Academic Course:

                                    1. Amount:
  1st year     to     4th year -     P    7,000.00/ Semester

The succeeding grant can be availed only when the grantee  have complied satisfactorily with the requirements.

                                    2. Term:

                                                This is a four (4) year collegiate course scholarship grant   offered in the public and private schools in Dipolog City or within   the province of Zamboanga del Norte. However, this  scholarship  is  offered  and  can be  availed  of by  the OSY  who also  wish  to continue their college education.

                                    3. Requirements:

All applicants for scholarship program must possess the qualification and requirements set by Alay Lakad Council in the Criteria for the selection and availment of Alay Lakad Funds.

                                    4. Sponsoring Institution’s duties and responsibilities:

1.      Submit the following documents of the nominees to Alay Lakad Project Evaluation Committee:

a.       Birth Certificate (Xerox but duly authenticated at the Civil Registrar’s Office.)

b.      Copy of the latest Income Tax Return of the Head of the Family or BIR Certification that the family’s income is not more than P 64,000.00 per annum.

c.       Schools records or copy of grades during last school year /semester attended containing a passing grade on all subjects enrolled and with an average grade of not lower than 80%.

d.      2 pcs. 2x2 pictures

e.       Medical Certificate

f.        Must be an OUT-OF-SCHOOL YOUTH for at least one semester

g.       Certificate of Good Moral Character of Barangay Clearance

h.       Police Clearance

                   2.   Submit accomplishments/progress report on the grantee every end of the semester to the Alay Lakad Project  Evaluation Committee.

                                    5. Parents/Guardian:

1. Inform periodically to the Alay Lakad Project Evaluation Committee on their psycho-social activities of the grantee in the family through the sponsoring institution for their information and reference.

                                    6. Availment Opportunity

All scholarship programs can be availed by the recipient up to the end of one (1) course only. However, for purposes of determining continuance of scholarship grants before graduation or fail ratings will automatically discontinue the grant. All grantees cannot shift to other course.

            D. Leadership Training, Culture, Arts and Sports:

                        1. Amount:
        a)    minimum   P 500.00 /head
        b)    maximum - 750.00 /head

                        2. Mode of Assistance:  Grant
                   3. Sponsoring Institution’s duties and responsibilities:

a.       Submit to Alay Lakad Project Evaluation Committee the following;

1.      Project Proposal

2.      Training design/syllabus

3.      Training cost

4.      List/Profile of prospective OSY participants

b.      Submit terminal report to Alay Lakad Project Evaluation Committee regarding the participation and accomplishments of the grantees during the training/activities.

VII. MEMORANDUM OF AGREEMENT:

                        A memorandum of agreement shall be entered into by both parties involved underlining the terms, conditions, duties and responsibilities of all concerned in the implementation of the project.

VIII. CHANGE OF PROJECT

1.      In case beneficiaries decide not to pursue an approved project, the Alay Lakad Council has the right to terminate the project.

2.      In case a approved project, for which funds have already been released, is changed without officially informing Alay Lakad Council, the project should immediately be audited. Alay Lakad Council can confiscate the supplies/equipments/materials equivalent to the cost of the loan grant.

3.      If a beneficiary desires to shift to another project, the conduit/sponsoring agency should inform Alay Lakad Council accordingly for the assessment and evaluation of the project proposal to be changed.

IX. MONITORING/ REPORTING

                        The conduit/sponsoring agency concerned shall submit periodically a report on the status of the project operation indicating current member’s participation, benefit/s derived, and amount of payment, plans and other significant information. Finally, a terminal report should also indicate among others the plan/s of the beneficiaries.

                        The Alay Lakad Project Evaluation Committee shall visit projects for an update of project implementation and report the same to Alay Lakad Council.

X. RELEASING OF FUNDS:

                        After a thorough evaluation and study of the applicant’s submitted requirements, council members shall be given the opportunity to deliberate on the submitted project proposal during the council meeting prior to the approval and release of funds to respective out-of-school youths applicants.

                        Funds released should be properly recorded, acknowledge and received by the out-of-school youth applicant.

Effectivity Clause:

                        This guideline shall take effect after a majority vote of council members and/or approved for by the members.

                        This supersedes previous guidelines followed by the council.
